Notice how the file names and the patch numbers match up, and that there are 23 patches, and that the "count" value in the *.ini file is set to 23. These numbers match. Also, there is a particular name format for the patches.
Let's say you are trying to patch your StarCraft to version "1.15.1". You will need file "1.151.mpq" in your Data folder.
Now, go into your *.ini file, add a "xx=151" line, (where xx is an appropriate, consecutive number), and change the "count" value to whatever it is plus 1 (ex. 22 -> 23).
Now load up your patcher program. A new "loaded patch" should become available for "1.151".
