I assume you mean an ordinary citizen. Fully-automatic guns for personal use have been illegal for a long while, to the best of my knowledge. That's why there are civilian versions of military weapons which are only semi-automatic (e.g., the semi - automatic AR-15 is the civilian equivalent of the fully-automatic M16).

Assuming you mean "within the US" to mean "at least one place within the US", I'd say yes. To get more technical, I would assume it varies from state to state and even county to county within some states.

Unfortunately, as per Moose, if you were trying to ask a specific question here, you really need to be much more specific.
For example, people in the military are american citizens and are legally able to buy guns (for the military). Gun-shop owners etc are citizens and legally able to buy guns (to re-sell).
You're missing (at least) the qualifier "for personal, private use".
So really, I should have voted 'yes', but that's what you get for making people vote before thinking about the situation further. I voted 'no' on the assumption that you included "fully automatic" for a reason.

They're illegal in NY, I can't speak for anywhere else. If I had to guess, it's probably dependent on state law, like most things.
If it's legal anywhere, I'd assume it'd be the southern states, the area where most stereotypes about Americans stem from.
I remember seeing a video with this guy talking about some loophole in the law of their state that allows to have fully automatic assault rifles. It had something to do with the year/place of manufacture or the model of the gun. So even where there are laws that ban it, there exists at least one loophole.

There are many loopholes and weapons are constantly designed to exploit these loopholes. Such as in California there is a law against high capacity magazines. However, there is not a law against how many, so weapons have been made that have multiple magazine wells.
