I would like to know if it is possible to change the photon cannon damage for certain players. For example, all the human players, I want the cannon damage to be 80 and for computers, the cannon damage to be 60.
Also, if this is even possible, is there a way to have the cannon damage upgraded in the middle of the game for specific players?
None.
Upgrade 60 is used as a placeholder for all units which have an attack but do not have a normal upgrade in the game. This means that you can give upgrade 60 to a player (from 0-255) in the map itself, but the side effect is that all units which don't have an upgrade (sunken, spore, missile turret, drone, scv, etc...) will also be using that same upgrade. If you don't want them to have extra damage as well, make sure you set their upgrade rate to 0.

Upgrade 60 also increases the damage of psi storms, which is likely its most popular usage.
If I'm not mistaken you can give the photon cannon different damages against air and ground units though, if that helps by any chance.
Ok, I checked out that reference page. Is there a way to update the damage amount in the middle of the game? For instance, lets say a player gets 200 kills, then the upgrade would take place for just that player. How would I go about doing that?
And an extra question. I was looking at the list in SCMdraft2. Is the Upgrade 60 the bottom upgrade on the list when you are in "Map Settings > Upgrade Settings > Other"?

you can double the damage by using 2 cannons. Upgrade 60 is the very last upgrade (yes).
You can lower HP by a certain amount at 200 kills.
EUD actions will let you modify all of this should you require it. You can use them to add/subtract upgrades mid game, and change the actual upgrade to upgrade 50 or something, or change the damage on the weapon itself. This is clearly not easy, nor do I recommend it as it requires modding.

Didn't someone find that neo-euds functioned for upgrades? Maybe you could kill 254 of that address and get it to go back around, if it worked. I don't have everything to check for neuds so you're going to need to get someone else to figure it out, but I just thought I'd throw that out there since it wasn't really being considered...

Ah yes, you can likely kill a unit to change upgrade 60. I don't know what that unit is though, and the player number will vary. There should be two players who can have it upgradable.
Apparently you can remove upgrades as well if you pre-place units then remove them.

The stacking of 2 cannons would be work in my situation because the human players would be able to build more cannons. I would be ok with the preplaced units. By using the preplaced units, would I be able to set the computer players 7 and 8 to do 60 damage for cannons and player 1 - 6 do 80 damage? I think I'm following with this...

I wouldnt need the option to remove the upgrade. I just tested and found that by giving the cannon to the computer player and giving it back, the human player keeps the upgrade but not the computer so thats perfect.
I just figured out how to go about this. The only question is, am I able to give the upgrade 60 when I want to apply it instead of at the beginning of the game. Thats all I need now
Also, is there a way to determine how much damage the increase will be for storm? I noticed that you can change the number of upgraded times. Would this have any influence?

yes you are able to upgrade upgrade 60 midgame with neoEUDs. I'm not sure how to do it though.
Storm hits 8 times, and the increase is by 1, so each upgrade increases damage by 8.

SENers REALLY love their new neoEUDS.
Edit: I edited because I guess you could use neo EUDs to give upgrades to one of the above mentioned players, then use the give technique to distribute that upgrade to the other players. Also, you guys are assuming that he has any clue whatsoever as to what neoEUDs are.

Very practical assuming one of those units don't crash, by placing one computer in the p3 or p7 slot one can then achieve the "change for all human players" effect that IAGG seems to be going for.
