Okay I was looking for a program that could save certain sections of Starcraft 1 maps and through help in the forums I found Starcraft Map Importer and Exporter. Here is the link to the program:
http://www.staredit.net/files/460/Now the problem with this program is it wasn't fully complete and it doesn't work in windows 64 based operating systems. With a few simple adjustments I found and added two files: Comdlg32.ocx AND MpqCtl.ocx to the same folder as the Application and Voila the application will work in windows 64 based operating systems. Now to save everyone the trouble of finding those two files I found them and re-zipped the SCMIE with those 2 files.
Here is the new link to download the program:

Edit: Oh yeah totally forgot to add in that you must run as administrator

Moved to the SC1 Mapping Tools section.
These are Visual Basic libraries. A lot of older SC1 utilities are written in VB, and if you don't have these files registered on your computer, you'll need to hunt them down yourself, as I see you've realized.
Also, I have no idea what you mean by "Windows 64 (x86)." You either have a 64-bit machine (x64) or a 32-bit machine (x86). Did you mean Windows 7 x86?
lol my bad i meant 64 but couldn't edit my post
Also I was wondering if there are any other programs like this that allow me to do all that this program does and allows me to export my unit and hero settings, special ability settings and upgrade settings

To the best of my knowledge, this is the only program that will export that stuff.
