Internet Speed Fluctuation

Normally, my internet connection runs at around 9.9mbps, from the advertised 10mpbs. But lately, I've been noticing that games will lag and such. After running countless speedtests, I noticed that my speed fluctuates a lot between 2mpbs and 9.9mbps. Sometimes it hits 9.9 right away, sometimes it stays at 2. Other times, it goes to 3, jumps up and down, everywhere. Basically I'm getting inconsistent internet, and I'm wondering why. :P

Already tried calling local service technicians over. They apparently replaced a rusted wire, but that didn't do much. Any ideas?

Relatively ancient and inactive

Check if you have a torrent program uploading something. Hint hint.

Wow, you get 9.9 mbps? Lucky boy...

If it happens at certain times of the day, it could be that other users are on the line, clogging up your speed, as it were.

Red classic.

I think he means 1mbps (which is usually advertised as 10mb internet).

You could buy new modem/router/cat6 cable. Maybe someone is stealing your internet? so you should set up password.

Right. My mistake. It just so happens though that it might be because of peak hours. Speeds are running as normal again.

Cable or DSL? If cable, this is something that can happen at times when other people in the nearby area are using the connection. It is less likely to happen with DSL.

None.

Sounds like a cable thing, although many providers have a feature where for the first like 10 seconds of a download, they give you a burst of bandwidth, and then pull back afterwords, and that could easily be throwing off your speed tests.

No that is not possible because hes going down to 200kbps from 1mbps. The burst is not that huge. When the burst pulls back it will go back to advertised rate. Someone/something is clearly "sucking" his internet.
