Free 3D modeling programs
Blender 3D - Blender is one of the most powerful 3D modeling programs out there. However, with great power comes a steep learning curve, at least on the pre-2.5 versions. 2.5 is much simpler to use.

Wings 3D - Wings 3D is a decent 3D program, known for its subsurface modeling ability. Its learning curve is shallower than Blenders', too.

Anim8or - Anim8or is another average-level modeling program. Its speciality is animation(funny that).

Truespace - Truespace 7.6 is now available free of charge. It's a very solid modeling platform, and fairly user-friendly.

Softimage XSI Mod Tool - Softimage's Mod Tool is a cut-down version of their standard 3D modeling package. It's designed for modders, which is what we are, essentially. Definitely worth checking out.

Gmax - The honourable mention. Gmax is getting old though.

This list is by no means a conclusive, end-all list, but those are the most popular and perhaps best free 3D modeling programs around. You can find more here, and here.

Non-free 3D modeling programs

Milkshape 3D - A solid, although fairly basic program, Milkshape 3D only costs about 25 dollars, which is very cheap. For modding and game design, it's a good choice, especially for low-budget indie users.

3dsmax, cgtuts.com
I wasn't planning on adding max and maya and other expensive programs, because if you already have it you know what it is, and if you don't have it, it costs A LOT of money, so most people would just torrent it. I don't want to support illegal torrents in any way so yeah :/

I'll add cgtuts.

Show them your butt, and when you do, slap it so it creates a sound akin to a chorus of screaming spider monkeys flogging a chime with cacti. Only then can you find your destiny at the tip of the shaft.

Adobe made some older programs free to use. Maybe these are helpful, too.
