GetKeyState() -- returns the state of the Shift, Ctrl, and Alt keys for the current message, not the current state of those keys on the keyboard.
Actually, the 128th bit returns true if the key put in for a parameter is down.
In other words, using (GetKeyState(115) & 128) would return true if the F4 key is held down. Use the
virtual key values as parameters. (Thanks to Farty for explaining bit-wise operators to me)

The very first reply gave what is probably a better alternative (though the part about blocking the sites probably isn't necessary).
if you are still watching this topic, Vi3t-X, just password protect your user account and make a new, non-admin user account for your sister. If you leave the computer, press windows key + L (or lock from the windows menu in Vista or later; log off and then switch user from the start menu in XP). Also, if you think she would do it, tell her to do switch user to switch to hers before using the computer if you left yours on. If she doesn't want to, just tell her that either she has to use her user account or she can't use your computer.

We're using keystrokes because I'm too lazy to log in to a separate account, when I can just use a hotkey to switch a keylogger on and off.

Besides, unless it keeps track of where things are being typed, it could easily be circumvented; and what about links to the site and things like auto-complete on search engines?
Either block the sites in some way or protect your computer by not allowing her to use an admin user. The latter is probably easier, since it won't require you to maintain a list of sites she goes to where she might get malware downloaded and installed onto your computer.

You can block websites dynmically from an internal windows file. It basically will return a 404 Page Not Found error. It however can be setup to go to ANY website and frame the 'blocked' URL. From memory, it was in the system configuration (C:/WINDOWS (or WINNT, depending on OS)/system32/drivers/etc/hosts . The file has no extension, so editing is done with Notepad or some other text edior, NOT Microsoft word: it puts special encoding and other gibberish in which will screw your system. If you do consider using this method, PM me and I will write a program to change it. I also warn that it can cause some system errors (????) so be careful when you fiddle around.

I think you're thinking of different tools than me, I can think of a few right now that could do it without all that.

I could do it really easy. AutoIt is a scripting program, that I can make it detect when Facebook opens (As long as it shows in the Window title) and then closes the browser. Then when Windows Task Manager opens, unless you have the script disabled through a key series, it will just close Windows task manager. The only bad side is CPU usage. I can make it real quick.
